Hailing from Saint-Marc, Haiti, Garcelle was born on November 26, 1966. Her father, Axel Jean Pierre, works as a lawyer, while her mother, Marie-Claire Beauvais, is a nurse by profession. She comes from a big family and has six elder siblings.
